We're pretty strict ourselves in accepting links in our site. We make sure that they actually DO Follow. It's not just the badge but most importantly removing the nofollow tag. It bothers us alot when bloggers claim they Do Follow but they don't and we usually call their attention on it. We write to them! If you see others doing so, why don't take action and let them know? As for others who have the badge but still have the rel=nofollow tag- you maybe referring to blogger users whose hands are tied since Google placed it on the comments page where it can't be edited! They support do follow BUT really have no control over all their pages. Calling them con men is pretty harsh and really uncalled for...
